Agreed. Maybe what we should do is, for a while, add an extra reformatting 
commit to file changes as they are touched, to speed up that convergence. 
Guidance I've seen recommends doing those reformats in independent commits so 
that they aren't entangled with surrounding changes, making it harder to diff 
(the ease of ignoring whitespace notwithstanding).

We could do all the reformatting under a JIRA, but that seems like overkill.

This reminds me that we had discussed creating some project bylaws. Code 
formatting should be part of that.
