Fix For: 1.6.0
The same changes (both the original from 1.5.1 and ACCUMULO-2489) in
TableConfiguration are applicable to NamespaceConfiguration.
We should fix them rather than let 1.6.0 suffer the same bugs we already knew
about. Thankfully, it's a direct copy-paste from TableConfiguration.
