+1 for doing it all at once, with enforcement.
No, we don't have checkstyle in the build, because the standards we've set are
Eclipse formatter standards, and nobody has applied an Eclipse formatter plugin
to the build, or translated the formatter rules to checkstyle and applied a
checkstyle plugin.
