Summary: Migrate away from LaTeX generation

LaTeX is bulky, it's results are not easily viewed with a text editor, and it's
not easy to convert to HTML for display on the project website.
We should migrate away from LaTeX and find a format that satisfies these
things, making it easier to consolidate and organize the available
documentation.
Preferably, the solution to this should not require platform-specific build
tools (like pdflatex and LaTeX styles are currently required). Ideally, the
solution should be able to build with Java/Maven plugin without any such extra
tools (except what Maven downloads as dependencies of the plugin).
