updateAccumuloVersion does a non-atomic update of the persisted version, and
getPersistentVersion relies on the ordering of the underlying fs/Volume to
determine which version to return.
We should document what happens when there's a partial failure, improve
reporting in it to the operator, and document how to fix it.
