Tracing through Fate use for the upgrade work on ACCUMULO-2519 makes me wish we
had a few things
* Better overall documentation on Fate's internal workings
* Much better documentation on how different parts of Accumulo rely on Fate
Flexible on the version we target, right now including all branches that have
Fate support as it impacts reasoning about upgrade paths.
