we still have a need for commons-cli due to ACCUMULO-1497. Besides that (and
considerations for our public API), we shouldn't have commons-cli in other
packages.
Priority is high, because the use of commons-cli in core/**/util/Merge causes
compilation to fail on master under the hadoop 1 profile. If that gets fixed
otherwise, this can drop to minor.
