Hadoop 2.x provides commons-codec 1.4. We rely on commons-codec 1.7 in our pom
and then rely on the version from Hadoop for deployment.
This presents two problems:
* VolumeUtil code relies on a method that was added in 1.7, causing the volume
migration tool (ACCUMULO-1832) to fail.

[encodeBase64String|http://commons.apache.org/proper/commons-codec/archives/1.7/apidocs/org/apache/commons/codec/binary/Base64.html#encodeBase64String(byte[])]
changed behavior: in 1.4 includes newlines that break the token file for
secure MR configuration (ACCUMULO-829).
