ACCUMULO-1398 added the ability to dump configurations, ACCUMULO-1715 added the
ability to dump user permissions on tables.
There does not appear to be a way to include the configured user auths in this
dump output, which would be useful in preserving the entire state of an
accumulo instance.
Perhaps this could also include the ability dump the shell commands necessary
to re-create the users if they do not already exist.
