Recent investigation and testing of the garbage collector by [~busbey] and
[~mdrob] (in the context of upgrades) showed that the garbage collector could
use some (more) unit tests to verify its behavior. This ticket is to perform
refactorings, and add minor improvements, needed to add more unit tests.
