In adding table namespaces to the notable features page, I noticed that we
don't have any user manual documentation for them.
It would be good at a minimum to define what a table namespace is, describe the
system and default namespace, inform the inspiration in implementation from
relational databases (database.table), and that a table is now fully qualified
by {{namespace.table}}.
