In the BatchWriterReplicationReplayer, we have to re-create the Mutation
objects (see ACCUMULO-2925 for more details).
As such, we have to re-parse the bytes for the cv into a ColumnVisibility
object for Mutation. Since those ColumnVisibilities are immutable, and
expensive to create, we should cache them.
