In 1.5, multiple calls to MiniAccumuloCluster.start() result in an
IllegalStateException.
In 1.6, while still advertised, the Exception was removed.
In both versions, multiple calls to stop() pass gracefully.
What exactly do we want: exceptions when trying to re-enter the state which we
are already in, or not?
