I think it makes sense to worry about global timeout values (like when using
Jeknins) instead of continuously tweaking individual values. We don't have a
good way of estimating how long a given test should take, so we end up drawing
(and re-drawing) arbitrary lines in the sand, which doesn't benefit us long
term.
