The testing infrastructure allows for longer timeouts by configuration, which
allows for modest systems to run the tests, as well as running the tests in
parallel. Unfortunately, many tests have hard-coded waits, which are not
scaled, causing them to fail. Modify all the test wait code so that they are
similarly scaled.
