There was a ticket to allow tables to be created in an offline state 
(ACCUMULO-1904) in the API. To support that, some modifications need to be made 
on the server-side for creating table. Upgrade/init don't use the same code 
path as the API create tables, but I think some of it is shared (the adding of 
entries in ZK).
