Since ACCUMULO-1545, there have been a lot of issues with merges between
branches due to the UTF-8 constant change. These issues can be avoided by
changing the code to statically import the UTF_8 constant from Guava's
Charsets, Charset.forName("UTF-8"), or StandardCharsets, and just use that.
That way, when somebody needs to specify the constant, they can just use
{{UTF_8}} and merge cleanly without conflicts due to how it is being imported.
This is a trivial task, with minimal long-term benefits, but I think it'd help
save time merging other features. It will also make some long lines more
readable.
