This issue is invalid, as described. The config.html file does exist in the
assembled tarball. It is generated during the build when the docs profile is
enabled (see docs/pom.xml). That said, I looked at the change, and I think it's
fine to reference the user manual instead (in fact, that section of the user
manual is generated in the same way).
