Noticed a few tablets had hundreds of files as a result of bulk import, but had
failed to compact.
These tablets are queued for NORMAL compaction, but there is no
{{CompactionRunner}} reference to the tablet. The
{{majorCompactionInProgress}} is set to {{false}}.
