Thanks for catching the else, I'll fix that. Yes, unfortunately htrace moved
away from configure(HTraceConfiguration). To get your ZTC test to work I had
to add no-argument constructors that don't do any setup. It's not ideal, but
at least using the SpanReceiverBuilder is cleaner than what we had to do before.
