ZooCache, likely in attempts to be resilient to network flakiness, will
indefinitely retry to connect to ZooKeeper.
While this is fine for internal user (Tserver, Master), this has a nasty habit
of causing clients to hang forever trying to connect to something that doesn't
exist.
A simple fix might be to introduce a retry count to {{ZooCacheFactory}} which
we can set when creating a {{ZooCache}} in {{ZooKeeperInstance}}. Would need to
consider the implications of doing this.
