Fix For: 1.7.0
With the (fixed) optimizing metadata scanner, the stats are inaccurate in
NORMAL mode. Decisions about shutdown are made based on erroneous state. This
sometimes leads to the metadata table being taken offline before all normal
tablets are offline.
