Bob, I went ahead an assigned this to you. As Christopher noted, this task has
some overlap with ACCUMULO-3681 (I have a current pull request that resolves
that issue.) You should base any work with ACCUMULO-3681 included to ease
subsequent merge (I think the pull request is being review and will be merged
into the Accumulo master soon.)
With ACCUMULO-3681 I took the expedient path to resolve the issue - there is
room to improve some of the messages by supplying context rather than just
repeating the exception message.
