Fix For: 1.8.0
Some IT's fail due to zookeeper update propagation. Presently, it can take up
to 5 times the tickTime (2s). Perhaps tighter timings would help the tests be
more responsive to updates. I don't know that it will, but it would be worth
investigating for 1.8.
