Sorry for the confusion. When JS is disabled, you can't right click for a
different reason: the links take you to [an html
page|http://www.apache.org/dyn/closer.cgi] to select a mirror instead of
directly to the files. You'd be saving HTML and not the target file.
This would mean that your options are:
When JS is disabled:
* left-click, select mirror to download file
When JS is enabled:
* left-click to download file, or
* right-click to save-as
When JS is enabled, but google-analytics is blocked (or perhaps broken
temporarily):
* right-click to save-as
This leaves no consistent way to download that works for all three situations.
Left-click should work in all cases (though, I'm fine with its behavior being
slightly different in the JS disabled case).
