Discussing with [~Matt Peterson], it's probably better to have
{{PerTableVolumeChooser}} fall back to the default {{table.volume.chooser}} in
the system-wide configuration (accumulo-site.xml + system properties in
zookeeper), not the one in the {{DefaultConfiguration}}.
