The HTML in >= 1.7 has a copyright notice (which will be updated with 1.7.1) 
and a mention that it's available under the AL2 license. It does not have the 
"traditional license header" we are required to put in our source files, like 
the one I just put in the 1.6.5 PDF under this ticket. I think it's 
sufficient... at least until further guidance is provided. The rest of the 
"traditional license header" really only applies to software/source files and 
it's kinda confusing to see in documentation.
