When I've asked [~ecn] about this test in the past, he basically indicated to
me that we don't really have a good way to predict how many there should be,
and that the test was just a sanity check to ensure we didn't do something to
cause it to shoot way up without noticing, and that it may need to be adjusted
over time if it doesn't reflect how many we're using.
So, I don't think that the fact that it got about 600 is really a problem. It
probably just means the test isn't a good test.
