ATM I'm targetting 1.8.0+ for the fix, since it changes what exit codes we
have. I figure folks who want this corrected behavior can easily cherry pick
the commit and those who already have workarounds in place for our poor
behavior won't have to adapt.
If folks would rather see the fix in 1.6+ just let me know.
