The "accumulo.policy.example" file ships in the distribution tarball. However,
it has not been maintained for several minor releases. The file should be
removed until a developer steps up to maintain/test it for every minor release.
In its current state, it adds a unnecessary config file that would not even
work if a user enabled it. After this issue is resolved, the following issues
related to this file could also be closed:
ACCUMULO-2137
ACCUMULO-1447
