The accumulo-maven-plugin can be released independently from Accumulo. It has
its own API (configuration), dependencies, and is already not included in the
Accumulo convenience binary.
While its versions should correspond to Accumulo release versions, it may have
additional releases for bugfixes affecting it, but not Accumulo. A separate
repo would enable us to release bugfixes for the plugin without forcing a new
release of Accumulo (and without making users wait on the next release of
Accumulo).
We can request a new git repo easily at https://reporeq.apache.org
