Fixes #554 Work in progress tooling to solicit feedback regarding this tool and any other tooling needed. The intention here is to provide a tool for end-users to run whenever a WAL is unrecoverable, effectively making the tablets within the WAL unavailable until it is replaced with an empty version. The tool here will perform the same log-sorting process that is done by the TabletServer in order to catch an exception being thrown. It will then move the unrecoverable WAL to a given quarantine directory and write a new one in place.
