The final step to the FATE TableDelete operation is CleanUp and can take a long time in certain situations. This step will wait for all Tablets to be `TabletState.UNASSIGNED` until it can complete the delete operation. It is necessary to wait for Accumulo to unassign all the tablets in order to the metadata to be cleaned up properly. I think there is a more efficient way that the Table Delete operation can be completed. The master is performing work on a Table which already has been deleted and since the delete action overrides all other behavior, we should prevent processes from acting on a deleted table. If the Table Delete operation was able to mark the table deleted in the metadata, the master would see this during its assignment check and immediately drop the table.
