Jeffrey Manno resolved ACCUMULO-3884.

    Resolution: Cannot Reproduce

Closing as I was unable to reproduce on current versions of accumulo and the 
lack of details on how the error was originally produced. I do know that the 
dropLocalUser (and similar) command does check to make sure the intended 
dropped user is not the root.

If this is still a problem, please feel free to create a new issue or PR at 
[https://github.com/apache/accumulo]
