So, it passes when building locally and in the GitHub CI build. What's different about the Jenkins server? Using the native client was something suggest in this comment thread: https://github.com/apache/accumulo/pull/1677#discussion_r469470006. I'm not sure what the solution should be here, since we were specifically getting rid of the retries...
