After looking through more JIRA tickets, I ran into [ACCUMULO-1570](https://issues.apache.org/jira/projects/ACCUMULO/issues/ACCUMULO-1570?filter=allopenissues&orderby=cf%5B12310200%5D+ASC%2C+priority+DESC%2C+updated+DESC). It is kind of similar but the idea was to offline a tablet and have it marked as broken when it kept failing to minor compact due to user iterator.
