** DRAFT RELEASE NOTES **
+## About
+
+TODO high level description of the release
+
+TODO summarize contributions
+
+According to the [Long Term Maintenance (LTM)][LTM] strategy, the intent is to
+maintain the X.X release line with critical bug and security fixes until one
+year after the next LTM version is released.
Review comment:
> I copied this from the 1.10.0 release notes. But I guess the LTM
trigger was added after that release?
No. It looks like I added it at the same time. Maybe it just got lost in the
noise and I forgot that it might be redundant. Or maybe I wanted to bring extra
attention to the first LTM release. I can't remember. In any case, I could take
it or leave it. I just thought it worth revisiting the wording, to avoid
redundancy if it's not needed. I don't feel strongly about it either way.
