It will never get to https://github.com/apache/accumulo/blob/c9e3877373303997d42b465b2cdb62fd3fffd5d8/core/src/main/java/org/apache/accumulo/core/clientImpl/ManagerClient.java#L163-L166 on the second expectPermissionSuccess() call.
