I opened #3028, I think it may fix this issue. I saw the problem happen
multiple times while running the bulk RW test. With additional logging added I
confirmed the problem happened under the following conditions all happening to
the same tablet at around the same time.
* Tablet with no files
* User compaction initiated
* Tablet being closed
