3.x will only support upgrades from 2.1, these changes remove code that
supports upgrade before 2.1
- add upgrade check to allow for validation on upgrades - include ZK ACL
check
- removes Accumulo data versions < 10
- removes upgraders 8-9 and 9-10
- removes associated tests
