@cshannon It really depends on the goal of the property. I don't think the intended purpose is to fully block accumulo from starting up. Accumulo should be able to run even if some Tservers fail to start or take a prolonged time. Delaying start-up seems to be more intended to stop unnecessary balancing if some tservers start up quicker than others. -- This is an automated message from the Apache Git Service.
