Looking at this again, I think one way forward on this is to merge this PR and I can follow up with another PR next week to pull the split computation outside of the tablet lock. I think the issue with the split computation holding up the bulk import thread could be addressed in my follow up PR by ensuring only the new isSplitPossible method is called by the bulk import thread, pushing any split computation into another thread.
