Discussed this issue with @DomGarguilo and @cshannon trying to determine the best way to do this and #3763. Thinking it may be best to move the current code to FATE in one PR and then add condition mutations in another PR. This seems like a good order for changing the code to make it reviewable without doing too much in one change.
