Removes references to hadoop 2 metrics that are obsolete with micrometer
metrics adoption
Removes unused and deprecated properties:
- GC_METRICS_ENABLED
- MANAGER_FATE_METRICS_ENABLED
Also removes a javadoc comment reference.
Fixes #4501
