Renames a fate metric: `accumulo.fate.ops.in.progress` to `accumulo.fate.ops`. Looking at [issues/4498](https://github.com/apache/accumulo/issues/4498), I noticed that `accumulo.fate.ops.in.progress` is a gauge of all transactions in any state (`NEW, IN_PROGRESS, FAILED_IN_PROGRESS, FAILED, SUCCESSFUL, UNKNOWN, SUBMITTED`). `in.progress` is a bit misleading. -- This is an automated message from the Apache Git Service.
