Addresses #4870 This PR uses the description field from Metric to construct the corresponding micrometer instrument. I think this PR should also serve to at least add a description for each metric. We can also improve the descriptions here. It would be cool if anyone that had a good understanding of some of the metrics could pitch in a add a commit to this branch to include/edit some of the descriptions.
