**Is your feature request related to a problem? Please describe.** The changes related to #5097 updated seeding a fate transaction to be done in single conditional mutation. There may be other places in the code where this kind of change could be made. **Describe the solution you'd like** After #5127 is merged survey the code and look for other places in Fate that can be updated in a single zookeeper or conditional mutaiton update.
