Saw this problem in 2.1.4, but uncertain if it can be fixed there. The balancing code has some fundamental problems as mentioned in #5531. Trying to fix them in 2.1.4 may cause bugs. Maybe it would be best to fix in 4.0 and see what that looks like and then consider back porting.
