   When a set of resources is being downloaded, but a resource file is detected 
as having already been downloaded, the entire set of resources goes back 
through the cycle. Downloads for existing files are skipped at this time, but 
any existing files are verified. The existing files could end up getting 
verified multiple times redundantly.
   
   Instead, file verification should be done after hard links are created, just 
before classloader construction. However, this could also cause redundant 
verifications, because each newly downloaded file is verified twice in short 
order (once during the download, and a second time after the hard-link is 
made). I think that may still be better than the potentially large number of 
re-verifications that happen in the loop while waiting for other processes to 
finish a download.
