Since users are responsible for cleaning up the context and resources directories, add a feature that allows users to stage a context-definition via a cli command. This command should accept a context-definition URL and create the context and resources directories and contents. This allows users to trigger the initial classloader context staging without needing to start an established accumulo process (tserver, manager, etc). This command could either use a defined accumulo.properties file and find the `general.custom.classloader.lcc.cache.dir` property or accept a top-level directory to use from the user. -- This is an automated message from the Apache Git Service.
